[users-en] OpenSlides 1.3-rc1 released

Hello,

OpenSlides 1.3-rc1 is released:

   http://openslides.org/en/download/

This is the first release candidate and is intended for trying out and testing 
the furthcoming major version 1.3. 

NEW: OpenSlides can be installed as python package via 'pip install 
openslides'!

Please help us with testing and reporting bugs! Many thanks!

See CHANGELOG [1]  for an overview of changes in 1.3-rc1.
The 1.3 release is scheduled for begin of december.
